THE RACV has called on the State Government to reserve land for potential transport infrastructure projects.
Traffic and transport chief engineer Peter Daly said the RACV was looking for a "comprehensive" plan - something that hadn't been undertaken since the 1960s.
"These [recent] ones are not integrated transport plans. They either talk about buses or trains or roads. They're not detailed enough."
He said land should be allocated for railway lines to ensure it was available in the future.
Mr Daly said the RACV would like to see major projects comprise roads, rail line extensions, railway stations, railway level crossing improvements and cross-town bus services.
Victorian director of the Australian Industry Group Tim Piper said the State Government plan had to look at improving infrastructure closer to the CBD.
Mr Piper called for actions such as improving port facilities and reducing congestion around CityLink to enable cross-city activities to be more easily conducted.
"A lot of money will need to be spent in delivering better infrastructure in and around the CBD and the inner suburbs,but that's not to say any transport plan shouldn't be considering longer-term issues. I think they should be from the outer east perspective."
