MONASH Council, after years of relative stability, is in the process of losing several senior administrators in quick succession.
Community development director Andi Diamond left in May to become the City of Yarra's chief executive officer.
Since then, three Monash senior managers, including arts and festival co-ordinator Jenny Ruffy and media and communications director Greg Axford, have indicated they will follow Ms Diamond to Yarra Council.
The losses are compounded by the retirement of long-time city development director Don Cameron early next year.
Ms Diamond said 32 new appointments had been made at the City of Yarra since May - including two former Monash staff.
"In both instances, these staff applied for positions that were externally advertised. They were subjected to a formal recruitment process."
She said Monash was a "fantastic organisation", which offered staff a "terrific and supportive work environment".
"The City of Yarra is a vibrant municipality, with strong leadership from the council and provides diversity, complexity and a very interesting working environment."
She said the City of Yarra salary ranges were similar to other metropolitan councils.
Monash Mayor Paul Klisaris said his council offered excellent career opportunities and was continuing to fill vacancies with "high-quality people from both within the organisation and outside".
Monash's corporate management team, including chief executive David Conran, receive annual salaries of between $160,000 and $265,000 as well as performance bonuses.
He said the council had "enjoyed a long period of staff stability", putting it in a unique position compared to other metropolitan councils.
"Retaining senior personnel has had substantial benefits for both council and the community."
Cr Klisaris said senior officers were "competitively remunerated as evidenced by the number of excellent candidates applying for vacancies".
